Last year, the city sought an emergency amendment to its state permit after crews approached its 9,000 dredging limit, citing the buildup of sand that made the canal exit impassable to boaters. That was also the only other year dredging occurred three times. In the years since, the number of cubic yards only passed 5,000 once - until 2022 when 9,704 yards were dredged. The most was the first year at three dredging stints and 11,098 cubic yards. The number of cubic yards dredged from the canal and the number of times dredging occurs has varied since 2015. However, Freed wrote they were working toward “more equitable cost-sharing” based on how costs have shifted over the last several years. In an email on July 17 to Lewandowski and Fort Gratiot Supervisor Rob Crawford, Freed said the communities’ agreement has generally worked well to allow “our residents to enjoy a free-flowing canal for the summer months.” On Monday, Crawford said the arrangement also plays into the local relationship allowing township residents free parking access to the city's waterfront parks similarly to those with a city address. A map of the borders along the city of Port Huron, Port Huron Township, and Fort Gratiot shows the number of parcels on the Black River in each community that have access to the Black River Canal.
